Sir F. Bertie to Sir Edward Grey.--(Received November 17.)

Paris, November 16, 1910.

WITH reference to my telegram No. 100 of to-day's date, I have the honour to transmit herewith copy of a note from the French Minister for Foreign Affairs stating that the French representative at Washington is being instructed to make a communication to the American Government in regard to the Chinese loan similar to M. Pichon expresses the opinion that that made by His Majesty's chargé d'affaires. it is desirable that the representatives of the four Powers concerned at Peking should be instructed to act together in order to obtain from the Chinese Government not only their consent to a joint signature, but also to the insertion in the loan contract His Excellency hopes that His Majesty's of certain clauses and conditions. representative at Washington will be instructed to supplement his communication to the American Government in that sense.

M. Pichon states that the French representative at Berlin has been instructed to make a similar proposal to the German Government.

PAR une note en date du 13 de ce mois, l'Ambassade de Sa Majesté britannique a bien voulu faire connaître au Ministère des Affaires Etrangères les instructions données au chargé d'affaires anglais à Washington, relatives à l'emprunt chinois de 10,000,000Z

En vertu de ces instructions le représentant anglais devait faire savoir au Gouvernement des États-Unis que le Gouvernement de Sa Majesté britannique prenait acte avec satisfaction de sa déclaration qu'il emploiera tous ses efforts pour obtenir du Gouvernement chinois l'acceptation de la signature dudit emprunt par les quatre groupes intéressés.

Le Gouvernement de la république s'associera volontiers à cette démarchie, et il prescrit à son représentant à Washington de faire auprès du Gouvernement américain la même déclaration; toutefois, il estime indispensable d'ajouter que les quatre légations intéressées devront recevoir pour instructions d'agir de concert à Pékin, auprès du Wal-wou Pou en vue d'obtenir le consentement du Gouvernement chinois à cette signature jointe. Dans l'opinion du Gouvernement français, les représentants français, anglais, allemand, et américain devraient insister non seulement sur la condition de la signature jointe, mais obtenir l'inscription, dans le contrat d'emprunt, des garanties, affectations, et autres clauses légitimes répondant au crédit de la Chine et maintenant le principe de l'égalité entre les participants.

M. Pichon exprimé l'espoir que le représentant britannique à Washington recevra pour instructions de compléter dans ce sens sa déclaration au Gouvernement d'État.

L'Ambassadeur de la république à Berlin a reçu pour instructions de faire la même communication au Gouvernement allemand.
